Hmmm...They are very different. I think talent-wise, Gaga is far superior, but by relatability, Katy Perry.

Katy Perry's voice is not too good live. But most of Gaga's songs are upbeat and doesn't need breathtaking voice (not that KP's do). I go with Gaga.

I have to go with Lady Gaga too.
Here is my reasoning: Lady Gaga obviously uses her "full voice" whilst Katy Perry uses a lot of "head voice". Full voice is harder to achieve than head voice although both of their voices are wonderful.
Also, Lady Gaga plays piano and sings in many of her live performances...that takes skill! Especially since she is usually not looking at her hands while doing so.
My concluding reason is that Lady Gaga dances live, too and you can tell that she isn't lip-syncing and she doesn't sound out of breath or anything.
I love both of the artists, but Lady Gaga is one of my favorite artists for these reasons.
